GUIDELINE I: PSYCHOLOGICAL CONDITIONS
The Concern. Certain emotional, mental, and personality conditions can impair judgment, reliability, or trustworthiness. A formal diagnosis of a disorder is not required for there to be a concern under this guideline. A duly qualified mental health professional (e.g., clinical psychologist or psychiatrist) employed by, or acceptable to and approved by the U.S. Government, should be consulted when evaluating potentially disqualifying and mitigating information under this guideline and an opinion,including prognosis, should be sought. No negative inference concerning the standards in this guidelinemay be raised solely on the basis of mental health counseling.
Conditions that could raise a security concern and may be disqualifying include:
(a) behavior that casts doubt on an individual's judgment, stability, reliability, or trustworthiness, notcovered under any other guideline and that may indicate an emotional, mental, or personality condition, including, but not limited to, irresponsible, violent, self-harm, suicidal, paranoid, manipulative, impulsive, chronic lying, deceitful, exploitative, or bizarre behaviors;
Although Part 5 (Personal Conduct) of the Kevin McCarthy Counterintelligence investigation covers aspects of reliability and trustworthiness, this adjudicative guideline specifically focuses on issues related to a tendancy for and evidence of manipulation, chronic lying, deceit and exploitative behavior. When a person is placed in the #3 federal position in our government, being willing to do anything and everything to accede to and maintain that position, poses a significant risk to national security, again, particularly at a time when the #1 and #2 positions in our federal governement are enemies of the US Constitutiona and in the case of #1, a clear and present danger due to capture by the CCP, with a likely similar capture by #2 and all those appointed downstream from them. For this reason, it is of utmost concern to ensure that the #3 position in our federal government is beyond rapproach. Not only for the sake of those in the Republican conference of which 218 will need to be trust McCarthy, but more importantly, the survival of the nation depends on it. Will he and has he sold out to other foreign and domestic interests that are anathema to the constitutional order, simply to obtain and retain the speaker’s gavel? This is problematic and this adjudicative guideline in light of part 5 creates a massive dilemna for the nation.
(b) an opinion by a duly qualified mental health professional that the individual has a condition that may impair judgment, stability, reliability, or trustworthiness;
(c) voluntary or involuntary inpatient hospitalization;
(d) failure to follow a prescribed treatment plan related to a diagnosed psychological/psychiatric condition that may impair judgment, stability, reliability, or trustworthiness, including, but not limited to, failure to take prescribed medication or failure to attend required counseling sessions; and
(e) pathological gambling, the associated behaviors of which may include unsuccessful attempts to stop gambling; gambling for increasingly higher stakes, usually in an attempt to cover losses; concealing gambling losses; borrowing or stealing money to fund gambling or pay gambling debts; and family conflict resulting from gambling.
